Preheat your oven to 350 degrees. Mix flour blend, cocoa powder, baking powder, baking soda, and add the required amount of salt. Set aside. Put the cupcake liners in the cupcake pans.
In a large bowl, mix coconut milk, water and vinegar until it thickens. Add sugar, oil, and vanilla extract into the mix. Gradually add flour mixture and mix for one minute. Pour the battered mix into the lined cupcake pan. Bake for 16-18 minutes. To verify if the cupcake is ready, stick a toothpick in the center. If it comes out clean, it means your cupcake is well done. Take the cupcakes out and let them cool.
For the buttercream, you need to mix shortening and vegan butter for 1 minute with a mixer. Add powdered sugar, 2 tablespoons coffee creamer and vanilla, then beat for a couple of minutes until the buttercream becomes smooth and fluffy. Put the buttercream in the center of the cupcake with the help of a piping bag, creating that small peak. Add whatever ghostly element you deem necessary, like chocolate chips, to make the cupcakes look like ghosts.
